This can be done from within the Steam client There is an option within Steam that toggles whether or not Steam starts with your computer. To change it, open up the main Steam window and select 'Preferences' from the 'Steam' menu, followed by selecting the 'Interface' tab, which brings up the following screen; Simply uncheck 'Run Steam when my computer starts' to prevent Steam from starting with your computer. (Obviously if you wanted to Steam to start with your PC, you'd check this box instead of unchecking it!).
